Kenya's Deputy President Rigathi Gachagua emphasized the need to end armed conflicts for economic prosperity. The initiative seeks to combat insecurity and instability, which have allowed militants like al-Shabab to cross borders despite official closures. British High Commissioner Jane Marriot views the project as a strategic investment. Measures to eradicate conflict will include infrastructure improvements and increased border security to combat terrorism. Kenya had closed its borders with Somalia in 2012 but announced their reopening earlier this year. Somalia's Minister for Security, Mohamed Ahmed Sheikh, welcomed the project as a timely effort to tackle cross-border insecurity.

The abductions are believed to be a response to the Somali government's offensive against al-Shabab. The militant group recently claimed responsibility for bombings in Mogadishu, which resulted in numerous casualties. Efforts are underway to recover the abducted individuals, with appeals made to the Somali administration and local elders for assistance.
